No person shall shoot with guns, pistols, catapults, popguns, bows and arrows, peashooters, or any other device; ignite any kind of explosive; throw stones, dirt, water, or anything which might damage or cause annoyance; fly kites, or play games on, or across, public streets, roads and places.\nThe police authority may, however, permit the discharge of fireworks.
