As used in this chapter and unless the context requires otherwise\n(1) 'Commissioner' means the Commissioner of the Virgin Islands Police Department.\n(2) 'Department' means the Virgin Islands Police Department.\n(3) 'National Incident Based Reporting System' or 'NIBRS' means an enhanced incident-based crime reporting system relating to every crime occurrence, developed for reporting crime figures to the Federal Bureau of Investigations.
