(a) The Commissioner shall establish an incident-based crime reporting system. The system is established under the direction, control and supervision of the Commissioner of the Virgin Islands Police Department. The incident-based crime reporting system shall follow the guidelines prescribed by U.S. Department of Justice, Criminal Justice Information Services Division to conform with NIBRS.\n(b) The Records Bureau of the Virgin Islands Police Department shall be the central repository and custodian of crime statistics for the Virgin Islands.
