The Director of Fire Services shall be responsible for the discipline, good order and proper conduct of the fire service, the enforcement of laws and regulations pertaining thereto and for the care and condition of the hoses, hose carriages, engines and all other property of the fire service. All responsibility for the direction and control of the fire service shall rest in the Director of Fire Services.
