The Director of the Virgin Islands Fire Service shall issue, with the approval of the Governor, rules and regulations to govern the operation of the Junior Firefighter Corps, including:\n(a) numerical membership;\n(b) number and rank of officers;\n(c) physical and moral qualifications;\n(d) such other matters as may be required for the proper functioning of the Junior Firefighter Corps.
