It shall be the duty of the Director or a qualified person designated by him to inspect for compliance with fire safety regulations all plans and specifications required to be submitted to the Commissioner of Public Works by Title 29, section 294(d)(8) and to certify his approval or disapproval thereof to the Commissioner of Public Works within ten days after receipt of same. In event of disapproval of such plans and specifications the Director shall specifically state the reasons therefor and describe changes which must be made in order to meet fire safety standards.
