The Commissioner shall compile, arrange, classify, and publish statistics on wages, working hours, labor conditions and living costs. The Commissioner shall every year submit to the Governor and to the Legislature of the Virgin Islands a report of his activities during the preceding year, including information, data and recommendations in connection with this chapter.
