The Council shall annually elect a Chairman and a Secretary from among its membership. The Council shall meet as frequently as considered necessary by a majority of the membership. The Secretary shall notify each Council member at least one week in advance of each meeting. A majority of the membership of the Council shall constitute a quorum provided that each group has at least one representative present.
