For the purpose of this chapter, unless otherwise provided or the context requires a different construction, application or meaning—\nCommissioner means the Commissioner of Labor or his authorized representative. Education, Health, and Human Services mean respectively the Commissioners of such departments or their authorized representatives. Minor means any person who has not reached the age of 18 years.
