The function and objectives of the Administration shall be, to the limit of funds available for such purposes and in cooperation with Federal and Territorial departments and agencies and the private sector, to generate maximum employment opportunities in the public and private sectors of the economy by every available means, including but not limited to job training programs, special public works projects sponsored by Government agencies or, if deemed necessary, by the Administration, and through appropriate incentives to private employers.
