If the Secretary of Labor, the Secretary of Health, Education and Welfare or any Federal agency issues a formal ruling that any provision of this chapter pertaining to job training, retraining, special work projects or employment programs cannot be given effect without causing the Territory's plan to be out of conformity with Federal requirements or does not otherwise conform with Federal requirements, with the approval of the Governor that provision shall become inoperative to the extent that it does not conform.
