U.S. Virgin Islands § 115 — U.S. Virgin Islands law

Nothing contained in this chapter shall be construed as directing or authorizing—\n(1) the operation of plants, factories, or other productive facilities by the Government of the Virgin Islands;\n(2) the use of compulsory measures of any type whatsoever in determining the allocation or distribution of manpower;\n(3) any change in the existing procedures on appropriations; or\n(4) the carrying out of, or any appropriation for, any program set forth in the Production and Employment Budget, unless such program has been authorized by provisions of law other than this chapter.
