The purpose of this chapter is to continue in this Code applicable legislation to enable the continuance in the Virgin Islands of a system of free public employment offices for workers seeking employment and for employers seeking workers, and to continue to obtain for the Virgin Islands the benefits of the Act of Congress approved June 6, 1933 (48 Stat. 113), as amended, and as provided and authorized in this chapter.
