It shall be illegal for any person to engage in contracting for domestic help, workmen or employees whose services are to be used outside of the Virgin Islands, in the United States or in any foreign country, without first securing from the Commissioner of Finance a license to operate as an employment agency in accordance with the provisions of this chapter.
