On all goods entering or leaving Saint Croix, the carrying vessel shall pay to the Collector of Customs tonnage dues at the rate of twenty (20) cents per ton of 2,240 pounds. This requirement shall not apply to any cargo of less than 2,240 pounds total; nor shall vessels of Virgin Islands registry be subject to these dues on cargoes shipped between Virgin Islands ports.
