(a) For the purpose of maintaining transportation facilities and services between the Islands of St. Thomas and St. John, the Governor shall contract for, purchase, or otherwise acquire all such equipment, labor, services, and facilities, as are necessary or appropriate.\n(b) Public transportation services and facilities as provided for in this section shall be maintained, in accordance with regulations issued by the Governor, on a regularly scheduled daily service between St. Thomas and St. John.\n(c) There is authorized to be appropriated out of any funds available in the treasury of the Virgin Islands, such sums as may be necessary for the purposes of this section.\n(d) The Department of Public Works, Office of Transportation, shall include inter-island water ferry service between St. Thomas and St. John in the comprehensive mass transit system plan developed by the Department.
