The Board shall promulgate, in accordance with title 3 Virgin Islands Code, chapter 35 (filing and publication of regulations), all rules that are reasonable and necessary for the performance of the various duties imposed upon the Board by the provisions of this subchapter, including but not limited to:\n(1) setting licensure fees; and\n(2) establishing renewal dates.
