Whoever—\n(1) engages in the practice of pharmacy as covered by this subchapter or operates, maintains, opens, changes location or establishes any pharmacy without having first obtained the license prescribed herein, or\n(2) being the proprietor or manager of a pharmacy, fails or neglects to place a pharmacist in charge thereof, or\n(3) otherwise wilfully violates any of the provisions of this subchapter or of any rules or regulations issued hereunder shall be fined not more than $500 or imprisoned not more than six months, or both.
