The Board may, under regulations or provisions of its bylaws, admit without examination legally qualified optometrists who hold certificates to practice optometry in any State which has educational requirements equal to those of the Virgin Islands and which extends like privileges to legally qualified optometrists from the Virgin Islands, upon the applicant paying the license certificate fee required under this subchapter.
