The Board shall administer the provisions of this subchapter, except as otherwise specifically provided, and, without limitation of the generality of the foregoing, shall have the power and duty to:\n(a) Adopt an official seal;\n(b) Recommend the issuance, suspension, or revocation of licenses under this subchapter;\n(c) Adopt, amend and appeal rules, regulations and bylaws not inconsistent with the provisions of this subchapter, and in accordance with generally accepted podiatry standards relating to the organization of the Board, and the licensing and registration of practitioners under this subchapter, upon finding that such are necessary for the furtherance of the provisions of this subchapter, which rules, regulations or bylaws when approved by the Governor shall be deemed to be part of and of the same effect as this subchapter;\n(d) Employ counsel, subpoena witnesses, and administer oaths;\n(e) Submit to the Governor, through the Commissioner of Health, annual reports containing a summary of its work and other data which the Governor may request.
