Each applicant for a certificate of registration as an apprentice shall submit an application together with the photographs and physician's certificate required by section 454 of this chapter and the required fee, and shall submit proof satisfactory to the Board that such applicant—\n(1) is at least seventeen (17) years of age;\n(2) is of good moral character; and\n(3) is a resident of the Virgin Islands at the time of application.
