The court has power to—\n(1) regulate and determine the place and manner of making the connections and crossings and enjoying the common uses mentioned in subdivision (5) of section 413 of this title;\n(2) determine whether or not the use for which the property is sought to be appropriated is a public use within the meaning of the applicable laws;\n(3) limit the amount of property sought to be appropriated, if in the opinion of the court the quantity sought to be appropriated is not necessary; and\n(4) determine all issues other than the amount of just compensation.
