The Virgin Islands Housing Finance Authority, established by Title 21, chapter 2, section 103, VIC, shall administer the provisions of this subchapter. All powers, duties, and functions of the Virgin Islands Urban Renewal Board existing prior to June 24, 1987, are transferred to the Virgin Islands Housing Finance Authority; provided, however, that all such powers, duties, and functions shall expire December 31, 1990.
