Once a year, at such time as the Governor may determine, the Virgin Islands Housing Finance Authority shall file with the Governor and the Legislature a report of its activities for the preceding year, and shall submit recommendations concerning such additional legislation or other action as it may deem necessary in order to carry out the purposes of this chapter.
