The purposes of this subchapter are, within the islands of St. Thomas, St. John and St. Croix:\n(1) to regulate the subdivision of land;\n(2) to provide for the orderly development of prospective street systems.\nIt is the intent of this subchapter to require the approval by the Department of Planning and Natural Resources of any proposed subdivision of land coming within the provisions of this subchapter prior to effecting any sale or improvements within the area encompassed by the proposed subdivision.
