(a) The Virgin Islands Planning Office of the Department of Planning and Natural Resources shall administer the provisions of this subchapter, and may issue from time to time such rules and regulations pursuant to title 3, Chapter 3 Virgin Islands Code (Filing and Publication of Regulations), not inconsistent with the provisions of this subchapter, as may be necessary to effectuate the purposes and provisions of the same. Such regulations pursuant to title 3, Chapter 3 Virgin Islands Code (Filing and Publication of Regulations) may include in their provisions the form and development of subdivisions, streets and surrounding areas and for water, drainage and sanitary facilities.\n(b) Before adopting or amending any regulations, as provided for in subsection (a) of this section, the Commissioner of Planning and Natural Resources shall hold public hearings after giving not less than 15 days' public notice of the time, place and nature thereof.
