The Commissioner of Planning and Natural Resources shall exempt from the requirements of this chapter those historic buildings for which the access provisions would constitute a threat to the historic or architectural integrity of the property; provided, that alternative provisions for access to the property (or the use of the facility involved) are made for the public and staff with semiambulatory and ambulatory disabilities and that the building itself is made fully accessible to individuals with other disabilities or impairments.
