The members shall collectively constitute the Board of Directors of the Authority. The Commissioner of Public Works shall serve as Chairman of the Board. A Vice-Chairman shall be selected by the Board from among its members to serve for a year, or until his successor is selected in accordance with the bylaws of the Authority. The Board may employ such agents and employees, permanent and temporary, as it may deem necessary and shall determine their qualifications, duties, tenure, and compensation. The Authority may delegate to one or more of its officers, agents, or employees, such powers or duties as may be deemed proper.
