(a) The head of each agency and department that uses data processing services shall have complete responsibility for the information that that agency collects, processes, stores, or utilizes.\n(b) If that agency receives data processing services from a data center of other agency, the agency head shall have full control over all data processing systems design, procedures, input, input format, output and output format concerning the agency data processing programs and services to be received.
