Nothing in sections 11, 12, 13, or 14 of this title shall be deemed to authorize the Museum to obligate the Government of the United States Virgin Islands for expenditures or other amounts in excess of such sums as may be appropriated to it by the Legislature, nor shall the Museum mortgage or encumber any of its property.
