(a) The Personnel Division, heretofore established within the Office of the Government Secretary, is transferred to and continued within the Office of the Governor.\n(b) At the head of the Personnel Division there shall be a Director of Personnel who should perform such functions as prescribed by law and by the Governor. The Director of Personnel shall be appointed in accordance with Title 3, section 452(a), Virgin Islands Code.
