The Commissioner of Property and Procurement shall establish a bureau within his department for the operation of a photo-offset bureau which shall be equipped to supply the needs of all departments and activities of the Government of the United States Virgin Islands. Funds for the operation of said bureau shall be appropriated in the annual budget for expenditure by the Department of Property and Procurement.
