The Legislature of the Virgin Islands recognizes that access to information is a basic need of all of its citizens and undertakes to promote, support, implement, maintain and coordinate library and information services of uniformly high quality on a territory-wide basis for the educational, social, economic, physical and cultural well-being of the Territory and its citizens.
