Circulation records and other library records identifying the names of library patrons shall be confidential in nature. All records pertaining to a library patron's use of library resources and services shall not be considered public records as defined in Title 3, chapter 33, section 881, VIC, and shall not be disclosed to the public pursuant to that section.
