The rules adopted under section 452 of this title shall have the force and effect of law, and among things they shall provide for—\n(1) the method of administering the classification plan and the pay plan;\n(2) the establishment, maintenance, consolidation, and cancellation of lists;\n(3) reinstatements, transfers, suspensions, demotions, and layoffs; and\n(4) hours of work, attendance regulations, and leaves of absence for employees in the classified service.\nSuch rules may include any provisions relating to governmental employment not inconsistent with law, which are necessary or appropriate to give effect to the provisions and purposes of this chapter.
