The powers conferred upon the Director of Personnel by sections 452 and 453 of this title shall be subject to the provisions of this chapter and of the rules referred to in such sections, and may be exercised by regulations or orders as the Director of Personnel deems appropriate. His powers and duties shall not be limited or restricted by the authorization to adopt rules except to the extent that rules are adopted under such sections.
