New appointments shall normally be made at the minimum rate of the appropriate grade plus any applicable pay differential. However, the head of an agency may appoint, with the approval of the Director of Personnel, a person at above the normal entrance rate for the pay grade of the classification of the position to be occupied by the new employee subject to one of the following conditions:\n(1) If after diligent recruitment efforts, the Personnel Director has been unable to certify a normal list of eligibles at the normal entrance salary,\n(2) The person to be appointed has unusual qualifications considerably in excess of the minimum requirements of the classifications.
