(a) The Commissioner of Police and the Director of Personnel shall develop and implement programs that provide incentives to eligible police officers who elect to continue employment as officers with the Police Department after twenty years' service.\n(b) The Commissioner of Police shall promulgate such rules and regulations as necessary to carry out the purpose of subsection (a).
