Whoever—\n(1) makes any false statement, mark, rating or report with regard to any test, certification, or appointment made under any provision of this chapter; or\n(2) in any manner commits or attempts to commit fraud preventing or for the purpose of preventing the impartial execution of this chapter or any rules issued under this chapter—shall be fined not more than $100 or imprisoned not more than six months, or both.
