(a) All officers and employees of the Government of the United States Virgin Islands who serve as certifying and/or disbursing officers or who handle public funds in any manner whatsoever shall be properly bonded for the faithful performance of their duties.\n(b) Such officers and employees shall be designated by the head of the department in which they are employed, with the approval of the Governor.
