The Lieutenant Government Secretary shall examine each regulation filed with him pursuant to section 933 of this title to determine whether it complies with the regulations issued by him pursuant to section 934 of this title. If he approves, he shall indorse his approval on each copy of the regulation, and the regulation is then considered to have been filed as required by this chapter.
