(a) The publication of a regulation in the Virgin Islands Rules and Regulations or the Virgin Islands Register raises a rebuttable presumption that the text of the regulation so published is the text of the regulation adopted.\n(b) The courts of the Virgin Islands shall take judicial notice of the contents of each regulation printed in the Virgin Islands Rules and Regulation or the Virgin Islands Register.
