The Legislature of the Virgin Islands finds and declares:\nThat there exists a pool of talented, but unemployed, residents in the Territory;\nThat the lack of employment opportunities makes it possible for these talented residents to loiter about Virgin Islands streets; to lead lives devoid of gainful activities, and to be susceptible to the criminal element in the Virgin Islands;\nThat a professionally created and operated craft program aimed at placing these talented residents in gainful employment activities would benefit the Territory;\nThat it is the purpose of this chapter to provide a program of gainful employment for these talented residents;\nThat the Board's powers and authority created by this chapter are valid public undertakings within the meaning of this chapter.
