It is the purpose of this section and sections 121 and 122 to authorize and encourage and implement innovative social action programs designed to halt the drift of individuals within the community towards a life of crime through partnership of Government, the private sector and the people of the Virgin Islands, to the end of demonstrating the utility of such action programs and their applicability to the Virgin Islands.
