There shall be installed and/or maintained on all premises within the town limits of the Towns of Charlotte Amalie, Christiansted and Frederiksted, on which buildings are located, a system to provide an adequate rain water supply. Such adequate water supply shall be in proportion to the size of the roof area and shall provide at least 4 ½ gallons of storage capacity per square foot of roof area, except that existing churches and warehouses shall be excluded.\nFor all buildings constructed or rebuilt after September 1, 1957, the building permit shall make it mandatory for the builder to comply with the minimum water requirements of this section.
