There shall be constructed and/or maintained on all buildings, whether occupied or unoccupied, adequate eave-gutters, spoutings, or other devices for conducting the water provided for by sections 62 and 63 of this title into the containers on the premises. Lead pipes shall not be used for such purpose. Such eave-gutters, spoutings, or other devices shall be kept in good repair and condition at all times.
