The Commissioner or his designee, the Deputy Commissioner, shall ensure that all pool vehicles are identified as such through the use of permanent Government license plates and the Territorial Seal or an agency decal. No pool vehicle shall be exempt from the requirements of identification, except those supplied to law enforcement officers when in the opinion of the Commissioner of Police or the Attorney General, with respect to the Virgin Islands Drug Enforcement Bureau, those officers are actually involved in undercover law enforcement work to the extent that the actual investigation of criminal cases or the investigators' physical well-being would be jeopardized if they were identified.
