For purposes of this chapter:\n(a) 'Building' means any building, structure or facility to be used in whole or in part by the Government of the Virgin Islands but shall not include residential buildings or buildings subject to the provisions of subchapter III, chapter 3, Title 29, Virgin Islands Code.\n(b) 'Cost-effective' when applied to any standard means that utilization of such standard will result in lower total costs than would result in the absence of such standard.
