The Commissioner of Property and Procurement, in accordance with law, shall provide for an economic and efficient system for the procurement and supply of all property and non-personal services, and all related functions, such as controlling, inspection, storage, issue, specifications, property identification and classification, transportation, and traffic management, repairing and converting, inventorying of property and establishing forms and procedures therefor.
