All agencies of the government shall file with the Commissioner of Property and Procurement detailed estimates of their requirements in supplies, materials, equipment and contractual services in such manner, and at such periods as the Commissioner shall prescribe. This shall not prevent any agency from filing with the Commissioner at any time a requisition for any supplies, materials, equipment, or contractual services, the need for which was not foreseen when the detailed estimates were filed.
